The Nebraska Department of Education is looking for a dynamic and creative Training & Development Specialist to lead the training and development of the Nebraska Department of Education's (NDE) employees. We are looking for a technologically-savvy developer that's also a maestro presenter.

BUDGETED SALARY RANGE: $21.837 - $25.473 per hour. This range is based upon available budget funds. The selected candidate's skills, abilities, education, and experience will determine the salary offer within this posted range.

Examples of Work

  • Develops or obtains effective training materials utilizing a variety of media.
  • Trains and coaches employees using a blended approach, integrating different learning modes such as coaching, classroom instruction, online learning, and action learning.
  • Develops and implements training and development opportunities in areas such as supervisor training, new employee onboarding, and talent and leadership development to address agency challenges and advance cultural and organizational growth.
  • Develops and maintains organizational communications to spread knowledge of training and development events and resources.
  • Conducts follow-up evaluations of completed training to measure results; modifies programs based on evaluations.
  • Conducts annual training and development needs assessment and proposes training and development programs and objectives.
  • Maintains the learning management system including entering training information, running reports, and providing technical assistance to employees regarding its use.
  • Possesses a valid driver's license, travels independently, and works in a variety of settings.
  • Maintains regular and reliable attendance.


Other Duties and Responsibilities:

  • Creates and contributes articles to NDE newsletters and communications.


Extent of Public Contact:

  • This position requires extensive contact with NDE staff members and individuals in other state agencies. 

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in a related field and two years of experience related to the essential functions of the position. Any equivalent education and\or work experience may be substituted in order to meet the minimum qualifications of the position.

PREFERRED: Master's degree in a related field (e.g., Adult Education, Curriculum & Instruction, Organizational Communication, Human Resources) and at least three years of training and development experience, including instructional design and training delivery using a variety of methods (e.g., coaching, facilitation, online learning). Experience using a learning management system. Professional development certification such as APTD or CPLP.

Knowledge:

  • Adult learning theories and best practices.
  • Metrics and evaluation methods to assess training impact and quality.
  • Media production and dissemination tactics.
  • Marketing strategies for training programs.
  • Formats used in written business communications.
  • English grammar, spelling, and composition needed for correspondence.
  • Computer software necessary to carry out job responsibilities.
  • Office management principles, methods, and procedures.
  • Established policies, procedures, practices of the Nebraska Department of Education.

Abilities:

  • Provide leadership in training and development change across the agency.
  • Originate and customize training and development curriculum based on agency needs.
  • Present effective training and professional development opportunities to a variety of audiences.
  • Research information and analyze data to solve problems and derive conclusions.
  • Collaborate with agency leadership to meet strategic goals and objectives.
  • Organize and manage multiple projects simultaneously, while also working with ambiguity and change.
  • Communicate orally and in writing with agency staff and the public.
  • Establish and maintain effective working relationships.
  • Understand, interpret, and apply rules, administrative policies, and program guidelines.
  • Operate office equipment necessary to perform the required duties.
